Companies no longer see human resources "only as a people-oriented, back-office business process," according to the report. "Instead, executives see it as a potential source for developing a competitive advantage and increasing profitability."

Twenty-three percent of the companies said attracting and keeping people was their most important business concern, while 29 percent said maximizing revenues was more important. The talent problem even exceeded profitability as a pressing issue for business owners.
