Arlington, Va. * May 2, 2006 - Plateau Systems, a leading provider of software for developing, managing and optimizing organizational skills and talent, today announced that the U.S. Department of Homeland Security (DHS) awarded Plateau Systems a contract to support learning and competency management across DHS. Under the contract, Plateau will provide a comprehensive learning management system (LMS) and hosting services to manage all web-based and classroom learning and competency-based development within DHS.
The contract was awarded by DHS and the Office of Personnel Management/ Government On-Line Learning Center (GoLearn). Plateau, a GoLearn partner since 2002, was awarded prime contractor status last summer based on a proven record of success with Federal customers under the GoLearn initiative, and for consistently demonstrating and delivering the leadership, knowledge and skills required to support the GoLearn mission.
Initial users of Plateau will include employees, supervisors, and administrators across DHS Headquarters Agencies, The Preparedness Directorate, US Visit, CHCO, and other security agencies within DHS. Ultimately, the consolidated DHS system is expected to support all agencies within and across DHS, as well as numerous governmental jurisdictions and external users at the federal, state, and local level that have homeland security responsibilities, including law enforcement, fire, and other emergency first responder personnel across the country.
During the first phase of this project, Plateau will provide DHS with a single, integrated solution to manage and track all training, including instructor led training sessions, on-line training, and on-the-job training. Users will have the ability to establish individual training plans based goals defined by DHS and further refined by the specific agencies within its jurisdiction. Managers can apply assessment and survey data to measure improvement and determine the effectiveness of specific learning and training programs. In addition, DHS will leverage Plateau's human capital management platform to support competency-based workforce development.
Phase one of the implementation will support the following DHS initiatives:
* Identify and define individual competencies and job structures to provide employees and managers with visibility into development paths for meeting job requirements and attaining goals.
* Link competency structures with training items, job requirements, and workforce capabilities to measure employee gaps, locate required training, and support career and succession planning.
"Implementing a comprehensive and extensible learning and performance infrastructure enables DHS to deliver, manage and assess internal development and training programs rapidly and securely, and allows them to extend and evolve the system over time to support increased training and related human capital management requirements," said Paul Sparta, CEO of Plateau Systems. "We look forward to supporting DHS' national security mission by delivering and expediting critical training programs in areas like emergency preparedness and disaster recovery."
