HOUSTON (April 14, 2008) – EquaTerra today announced that Jim Farrell, the State Personnel Director for the State of Michigan, has joined EquaTerra’s public sector practice. Jim comes to EquaTerra with nearly 20 years of experience leading complex human resources (HR) organizations in state government. He also serves as the President of the National Association of State Personnel Executives (NASPE).
As Michigan’s Chief Human Resources Officer, Jim directed the operations of the State’s 600 employee human resources department that serves 18 operating departments and 55,000 state employees. Among his major achievements was the conception, planning and successful execution of the initiative to transition the State’s HR function from a highly decentralized model to a shared services model that provides higher quality services to employees at a reduced cost.
Before serving as the State’s chief HR officer, Jim was Director of the Human Resources Service Bureau for the Michigan Department of Civil Service. There he directed a staff of 60 responsible for providing classification, compensation, recruitment and selection, and organizational effectiveness consulting to the 18 operating departments within the State. He also served as project director for the development and implementation of a 30-person statewide HR Service Center which will save the State more than $28 million over 5 years.
Earlier in his career Jim was HR Director for the Michigan Department of Transportation, Division Administrator for the Michigan Department of Transportation’s Bureau of Highways, a Labor Relations Specialist for the Michigan Department of Transportation and a Personnel Management Analyst for the Michigan Department of Civil Services.

Jim is a member of the International Personnel Management Association (IPMA-CP certified professional), the National Honor Society of Public Administration, and President of NASPE. Under his leadership, his team received a number of national awards for the successful implementation of the State of Michigan’s HR Shared Services Center. They include a 2006 Laureate Medal of Honor from ComputerWorld, a 2006 National Association of State Chief Information Officers (NASCIO) Award of Outstanding Achievement, the 2005 IPMA-HR Award of Excellence for a Large Agency, and a NASPE Rooney Award of Merit. Additionally, his team has received four NASPE awards for excellence in State HR communication practices.
