Duplicate social security numbers

Our current ERP system is very old and does not allow for a search by social security numbers. While preparing our quarterly state employment tax report we discovered that we have a new-hire with the same social security number as an existing employee. All the I-9 paperwork for each employee look legitimate. Since we are in Texas we do not do a pre-employment verification on social security numbers and really don't want to make this part of our policy until state mandated. Are we justified to verify the numbers for these 2 employees only and not make is part of our employment policy?
