What is your experience with a People Agenda?

Dear All, Being a working student in an service company, a People Agenda was recently introduced. I´ve learnt that it is a way to address people topics company-wide. But, I was told that it is not the HR strategy. Now I am wondering if it is very common to have a people agenda to which the explicit HR strategy is aligned because I have never seen it before. What is your experience with a People Agenda in your company? Is it a lip service or does it really address the burning people topics? Does it improve the situation of employees in your company?
