Implementation of Dave Ulrich´s 3-pillar-model

Dear All,
I am working in a company in the hightech industry and we are currently thinking about changing our HR organization.
One model we are considering is the 3-pillar-model by Dave Ulrich (Center of Excellence, HR Business Partner and Shared Service Centers). For example, an HR Service Delivery Model should be implemented. Does anybody have any experience with this model? I have serious doubts about how well it can work in reality… So I need reports from real life experience. We have heard so many positive and negatives aspects about it. I´ve read that some companies have a COO HR who connects the different pillars. What do you think about that?

Well, coming to and end - my most important questions are: Which challenges did you face while implementing it? Generally, which aspects can be improved about Dave Ulrich´s model?
