Creating employee handbooks for Canada

I am currently trying to create an Employee Handbook for our Canadian stores and I am looking for any help or resources. I have searched for sample handbooks to get a basic framework to start with but I am really unable to find anything just short of going through each provinces labour website. Any information would be appreciated.
