Mileage Reimbursement for travel to an offsite location from an employee's home

The issue in refining our organization's travel reimbursement policy has to do with whether mileage should be calculated from an employee's home or the workplace when s/he is going directly to the off-site location from his/her home. It has been the policy for employees to calculate mileage with the company as the starting point. It sounds more rationale and fair to me to use the employee's home as the starting point, and to deduct the mileage directly to and from work given that we do not reimburse for travel to and from our work address.
