Salary exempt employees and comp time

We're having a discussion about salaried employees and when they have to use PTO. Our employee handbook says we don't give comp time. An employee works 9 hours on Tuesday and 7 on Wednesday due to a doctor's appointment. Is that comp time or do they have to put in an hour of PTO?
