Assessment tools for capacity building

I need to find out if anyone has used successfully an assessment instrument that focuses on capacity building( competencies) for a large organization. Are their any specific instrument(s) or companies that are effective in helping organizations identify good tools

There are plenty of more or less reliable assessment tools. We at Pro Mind use the Sigmund tests (Potential, etc.) and are quite satisfied with them.
